I.M.F. Agrees to Much Larger Rescue Package for Egypt

The International Monetary Fund has agreed to more than double a bailout package for Egypt, which is going through its worst economic crisis in decades, exacerbated by war in the neighboring Gaza Strip and in Ukraine. The fund now plans to provide Egypt $8 billion, up from an initial $3 billion announced in October 2022. The I.M.F.’s mission chief to Egypt, Ivanna Vladkova Hollar, noted at a news conference that the already-struggling Egyptian economy had been further hurt by the conflict between Israel and Hamas, which has cut into the country’s vital tourism trade. At the same time, revenue from the Suez Canal dropped by half after Houthi militants, who say they are acting in solidarity with Palestinians in Gaza, began attacking cargo ships using Red Sea shipping routes.

CAIRO (Reuters) - The International Monetary Fund said on Thursday it had agreed with Egypt on the key policy components of an economic reform programme, in a further sign that a final deal to augment the country's $3 billion loan is nearing completion. Ivanna Vladkova Hollar, the IMF mission chief for Egypt, said both sides had made "excellent progress" on the discussions of a comprehensive policy package that could kickstart long-delayed reviews of the country's economic reform programme. "To this end, the IMF team and the Egyptian authorities have agreed on the main policy elements of the program. The authorities expressed a strong commitment to act promptly on all critical aspects of Egypt's economic reform program," Hollar said in a statement. The Egyptian pound, fixed at 30.85 to the dollar since then, has been trading on the black market as low as 71 pounds.

The IMF's executive board on Friday approved a 46-month, $3 billion financial support package for Egypt, saying it included a "permanent shift to a flexible exchange rate regime". "If I wanted to import something at 19.7 and the exchange rate is now 24.7, that's a significant change in my costs." An immediate disbursement of about $347 million under the programme should be available to Egypt this week, Vladkova Hollar said. Steps to boost the private sector could become "prior actions" that have to be taken before future IMF disbursements, she added.
